As a registered management organization, DPA has expanded its network of certified schools across eight regions in Japan, while DBA has operated as a training institution providing national qualifications and practical applications in aerial photography, surveying, inspection, spraying, transport, and disaster reduction.

Despite having similar goals, the associations have navigated their respective operational frameworks differently. DPA has been involved in creating safe flying regulations through its participation in public-private councils while DBA focused on operational safety and practical applications in various industries. Leveraging Experience from Disaster Response

DBA has been active in the Noto Peninsula for 20 months following the earthquake of January 2024. Their experience revealed that the best responders in disaster situations are those who regularly operate drones professionally. The training and skills gained in normal operations translate directly to effective disaster response. The partnership seeks to increase the number of competent drone operators capable of responding to emergencies, as one organization alone cannot manage the vastness of tasks required nationwide.

1. Participation in Hashirajima Training 2026: DPA's representative, Jiro Yoshino, will attend the practical training camp organized by DBA on Hashirajima, a remote island in Yamaguchi Prefecture, scheduled for September 2026.

2. Launching of the Drone Biz App: The application will be offered to DPA members through DBA's certified training schools, enhancing operational efficacy and safety.

Participants will utilize solar power and portable communications systems like Starlink to simulate disaster conditions. The Drone Biz App consolidates pre-flight checks and operational conditions on a single screen. Features include weather updates, flight regulation visuals, and real-time operational assessments, which will initially be offered for free with plans for an expanded paid version.

An online briefing for DPA members will take place on August 7, 2026, to discuss DBA’s overview, the Drone Biz app, and the Hashirajima training program, featuring an invitation to participate without any fees.
