Okayama University's Staff Member Appointed as Security Trade Management Advisor

On June 28, 2026, Okayama University announced that Shinobu Matsubara, an administrative staff member in the Research Cooperation Division, has been appointed as a Security Trade Management Advisor under the Ministry of Economy, Trade and Industry’s important technology management project for fiscal year 2026. As a seasoned professional holding the top-level specialty qualification known as "STC Expert" in security trade management, Matsubara will contribute to enhancing the university’s support activities.

The primary objective of this initiative is to dispatch experts in security trade management to universities and organizations to provide guidance on establishing and managing export control systems. Additionally, the program promotes understanding through lectures and other outreach efforts. Matsubara's appointment reflects his extensive knowledge and practical experience in the field, qualifications that are particularly challenging to obtain. This distinction is held by a limited number of professionals within the industry.

In discussing his new role, Matsubara expressed his gratitude and motivation, stating, "I feel honored to have the opportunity to utilize the knowledge I have accumulated in my daily duties in this way. I am committed to improving my knowledge further and working diligently to ensure appropriate security export management in universities and research institutions through this project."

Similarly, Yoshihito Sato, Vice Director, Vice President, and Senior URA of the Research Integrity Management Division, applauded Matsubara’s appointment, describing it as a significant asset to the university. Sato emphasized that economic security, including security trade management, is a critical area for all educational institutions, and Okayama University has enacted measures concerning it. The university aims to leverage its expertise, supported by skilled professionals like Matsubara, to contribute back to society while fulfilling its role as a core research university in the region.

Okayama University is actively enhancing the appropriate operation of security export management, implementing training programs for faculty and staff, raising awareness, and improving screening accuracy through the introduction of technology and AI tools. The university is dedicated to supporting staff in their professional development while furthering its capabilities to meet societal demands and ensure compliant operations.

Matsubara's participation in this initiative comes at a time when the significance of security trade management is paramount, as it aims to prevent the diversion of weapons and dual-use technologies to entities that may pose a threat to international safety. Major nations have established international frameworks to cooperate on export controls, including specific laws operated under Japan's Foreign Exchange and Foreign Trade Act.

Matsubara's role is not merely an individual achievement but signifies the concerted effort of Okayama University to address and manage these complex issues effectively. The university continues to develop initiatives aimed at reinforcing information management relating to security export scenarios and its broader implications for innovation and community engagement. Through Matsubara’s expertise and the university's ongoing commitment, stakeholders can anticipate a robust approach towards security trade management that aligns with modern-day challenges.

Looking forward, Okayama University urges the community to support and collaborate in its efforts to further enhance its capabilities in security trade management, fostering an environment conducive to academic achievement, research excellence, and responsible societal contributions.
