In a significant step towards fostering technological advancements within local industries, FORVAL Co., Ltd. has been entrusted with a project in Shima City, Mie Prefecture. This initiative, titled 'Fiscal Year 2026 Digitalization Promotion Project for Local Enterprises,' focuses on utilizing digital technologies such as IoT and AI to enhance productivity and unlock new value creations, particularly as local businesses face challenges like labor shortages.
The philosophy driving FORVAL is to create a 'new world with new norms.' This approach is exemplified in the way they engage with companies directly, rather than merely advocating for digital transformation (DX). This project will emphasize raising awareness of the specific challenges businesses face while supporting them on the journey toward digitalization.
As part of their plan, FORVAL aims to partner closely with each company, facilitating a gradual transformation by way of personalized assistance. Doing so will allow businesses to develop the necessary knowledge and systems for successful transformation. Additionally, by generating model cases through tailored support, FORVAL aims to instigate broader digitalization awareness and progress throughout Shima's commercial and industrial sectors.
FORVAL has a proven track record of collaborating with various municipalities across Japan to promote DX initiatives. In the Chubu region, they have established a comprehensive partnership with Ise City and Kogakkan University to address regional issues through industry-academic collaboration, enhancing their local support mechanisms. This experience positions FORVAL well to assist businesses in Shima as they navigate their own unique challenges and embark on a self-sustaining digital transformation journey.
Project Details
The project undertaken by FORVAL will be centered around five key pillars designed to comprehensively support the DX advancement among local businesses:
1.
Comprehensive Planning and Operational Management: Establishing a robust structure for the project that encompasses planning and overall management to facilitate seamless operation.
2.
Onsite Surveys of Local Enterprises: Conducting detailed visits to approximately 70 local companies, considering industry sectors and regional characteristics to compile actual data. This phase includes planning, content creation, and the execution of visits.
- Utilizing FORVAL’s SME Management Analysis Platform, 'Kizuna PARK', companies will undergo a 'DX Start Diagnosis' to visualize their current status. Engaging in a survey based on IPA's 29 criteria will help in identifying core issues and awakening awareness among businesses. The findings will be systematically analyzed within a dedicated database to monitor regional trends and inform future support measures.
3.
Educational Seminars on DX: A minimum of two seminars will be held to impart fundamental DX knowledge. These sessions will leverage online broadcasting for wider reach and effectiveness.
4.
Short-term DX Support: Engaging local businesses through collaboration with related agencies to offer short-term support to over eight companies for about four months. Tailored assistance will cover problem identification, strategic solutions, tool implementation, workforce training, and DX planning.
5.
Compilation of Success Stories: Utilizing outcomes from support efforts, FORVAL will document the transformations and initiatives of participating businesses. These will be shared on Shima City’s website to help other enterprises learn from these case studies.
Voices from Shima City
In line with the announcement of this project, Shima City’s Economic Division emphasized that advancing the DX of local companies is critical, especially given the human resource challenges they face. This initiative focuses on direct engagement to foster awareness and a mindset shift toward digitalization. Through a supportive framework, local companies will cultivate the knowledge and structures needed to realize their own DX ambitions, ultimately contributing to the broader growth of Shima’s industrial landscape.
