Upcoming Online Seminar on Municipal DX Using LINE: Insights for New DX Officers

Upcoming Online Seminar on Municipal Digital Transformation

On April 20, 2026, a comprehensive online seminar titled "Leveraging LINE for Municipal Digital Transformation: A Guide for New DX Officers" will take place. Organized by Bot Express, headquartered in Minato, Tokyo, this event aims to share the latest trends in utilizing LINE for effective municipal DX, specifically targeting new DX personnel. However, it is also open to mayors, vice mayors, and officials from departments like general affairs and planning.

The Seminar's Focus

The seminar will feature case studies from two municipalities: Zama City in Kanagawa Prefecture and Nagaokakyo City in Kyoto Prefecture. Both cities have successfully integrated over 300 administrative procedures into LINE, enabling a non-visit type of municipal office experience.

Case Study: Zama City

Zama City has adopted a theme of "Always Close to Everyone's Lives" and has pursued a digital transformation that leaves no one behind. The official LINE account was launched in March 2021, alongside the introduction of the GovTech Express service. The city has significantly digitalized administrative services, reaching the impressive milestone of offering over 300 procedures via LINE. This initiative effectively allows citizens to complete many tasks without needing to visit municipal offices.

In 2025, Zama City plans to undertake a major renewal of its LINE account to include an AI-powered comprehensive guidance feature. Residents will only need to communicate their needs, and the system will identify the necessary procedures, guiding them to apply online seamlessly. Additionally, a personalized QR code system for residents is being implemented to enhance event registration and service access.

Prominent speakers from Zama City include Takuya Sawada, the head of the Digital Promotion Division, and Jun Takahashi, the DX Strategy Officer, who are at the forefront of this transformative journey.

Case Study: Nagaokakyo City

Nagaokakyo City operates with the mindset of comparing its services not with other municipalities but with private sector offerings. Since establishing its LINE account in March 2020 and implementing GovTech Express in 2021, the city has made over 100 administrative procedures available via LINE, which includes bulky waste collection requests, online payments, grant applications, and reservations.

The line of communication has led to a remarkable 130% friend addition rate relative to the city's population, showing a strong engagement among the citizens. Nagaokakyo's approach involves not just rolling out new features but continuously adjusting services based on public feedback to enhance usability.

Key speakers from Nagaokakyo City include Ryuta Ide, head of the Digital Strategy Division, who has transitioned from a private sector background to public service, focusing on enhancing residents' convenience and improving administrative processes.
