Care Partner Inc., based in Minato, Tokyo, has recently embarked on a significant initiative to address Japan's growing caregiver shortage by starting a joint training program for foreign staff. This program commenced on February 23 at the company's training facility located in Toyohashi, Aichi Prefecture. With Japan facing a serious demographic crisis marked by a declining birthrate and an aging society, securing a sustainable workforce in the caregiving sector has become a pressing social issue.

As part of its strategic efforts to build a global workforce, Care Partner signed a cooperation agreement in June 2025 with the Indonesian talent service company BINAWAN GROUP and the foreign support consulting firm Mori Kousan. This partnership aims to establish a robust network for the recruitment and training of Indonesian caregiving personnel.

Training Content for Foreign Staff


The training program currently includes 22 Indonesian staff members who have just arrived in Japan. Over the course of two weeks, these participants will undergo intensive training focused on essential knowledge and skills needed for daily life and caregiving practice in the country. The training is divided into two main parts:

  • - Week 1: Japanese language education and essential daily living skills, including waste disposal and traffic rules.
  • - Week 2: Practical training covering dementia care, mobility assistance, and dressing skills.

This program is not solely about skill acquisition; it emphasizes creating an environment where these individuals can work comfortably and thrive in their roles. During the training, participants were encouraged to engage actively by asking questions and were noted for their strong motivation and sense of responsibility towards the caregiving profession. Upon completing the training, they will be assigned to day service facilities across Japan. Additionally, steps are being taken to provide a shared living environment, ensuring that newcomers can begin their lives in Japan with peace of mind.

Current Recruitment and Training Status


At present, Care Partner has plans for 378 foreign staff members: 212 from Indonesia, 158 from Myanmar, and 8 from Vietnam, all of whom are expected to arrive sequentially. In the fiscal year 2025, an additional 56 staff members are forecasted to join, combining with the 80 foreign staff currently employed, indicating a significant increase in workforce capabilities.
