A New Era for Affordable Housing in the Pacific Northwest
In a crucial step towards tackling the affordable housing crisis, National Equity Fund (NEF) has partnered with Vital Housing to safeguard 211 rental units at Courtside Apartments in Olympia, Washington. This strategic initiative aims to address the increasing vulnerability of affordable housing as financial agreements reach their limits, particularly in the Pacific Northwest where such units are rapidly diminishing.
Located about 60 miles southwest of Seattle, Courtside Apartments was built in 1996 and provides essential housing for low-income families. With the expiration of Low-Income Housing Tax Credit (LIHTC) financing slated for 2026, NEF stepped in with a substantial preservation loan of $22.5 million. This funding will not only prolong the affordability of these units for another twenty years but will also help maintain a stable housing option for families in the region.
Robert Sheppard, founder of Vital Housing, highlights the urgency of the situation, saying, "Affordable housing in the Pacific Northwest is at a tipping point. With many units at risk due to expiring agreements, strong collaborations between public and private entities are essential for keeping communities livable."
NEF’s collaboration with Vital Housing represents a forward-thinking approach to both affordability and sustainability. The enhancement plan for Courtside Apartments includes several energy-efficient upgrades such as:

These initiatives are projected to reduce overall energy consumption by 51% and cut down on carbon emissions by approximately 328 metric tons annually. As Alex Persse of Thurston County Public Health and Social Services explains, preserving affordable rental housing is critical. “Through innovative energy efficiency solutions, we can save money for tenants, decrease carbon emissions, and improve the living conditions of their homes.”
The NEF partnership announcement builds on its record-breaking achievements in the previous year, where it generated nearly $900 million for preservation lending and workforce housing. Brandon McCall from NEF emphasized the importance of balancing the preservation of existing affordable housing with the creation of new units, noting that Courtside Apartments was the largest affordable property in Olympia facing conversion risks.
