This seminar is particularly relevant in light of ongoing discussions within Japan’s Ministry of Economy, Trade and Industry (METI) regarding the introduction of a recycling system for solar power facilities. Up until March 2025, the “Solar Power Facility Recycling Working Group” within METI had been deliberating on the establishment of such a system. Following these discussions, a new legal proposal was anticipated to be introduced in the regular session of the Diet this year. However, recent reports indicate that the proposal was deferred due to the need for further legal considerations.
Despite this setback, discussions regarding the potential introduction of a solar power recycling system remain ongoing in government circles. Understanding the current state of these talks is vital as it lays the groundwork for future legislation.
Focus of the Seminar
The presentation will center around a document titled
"Guidelines for the Solar Panel Recycling System", published by the recycling working group in March 2025. The seminar will break down the contents of this document as follows:
Chapter 1: Background for the Introduction of a Recycling System
1. Overview of Current Laws: Analysis of the Renewable Energy Special Measures Law, Electric Utility Industry Law, Waste Management Law, etc.
2. Developments Leading to New Legislation: Examination of the discussions held within the Recycling Working Group.
3. Recent Developments: Updates on the proposed bill for the current Diet session and subsequent actions.
Chapter 2: Overview of the Proposed Recycling System
1. General Overview: Context and framework of the guidelines.
2. Discussion on the Subject of Recycling (as per the guidelines):
- Types of solar equipment subject to recycling (restraint of FIT/FIP, etc.)
- Quality criteria for recycling initiatives (considering component parts of solar panels)
- Responsibility for recycling costs (who bears financial obligations)
3. Cost Analysis (per the guidelines):
- Expenses related to the removal of solar panels (levels of required financial reserves and payment methods)
- Costs for repurposing solar panels (similarly considering financial reserves and payment methods)
4. Information Management (as outlined in the guidelines):
- Establishing a registration system for manufacturers, dismantlers, and panel owners.
Chapter 3: Prospects for Future Legislation
The seminar will conclude with a Q&A session, providing an opportunity for attendees to engage directly with the speaker and exchange business cards.
