A Shift in Toshima's Narrative
Toshima Ward, once identified as a city at risk of disappearing as of 2014, has undergone significant transformations and revitalizations since it declared its aspiration to become an international art and culture hub in 2015. Various initiatives have been taken to improve the city's image, enhance the living experience for residents and visitors, and stimulate the local economy. The ongoing operation of the IKEBUS—backed by 22 local corporate supporters as part of a public-private partnership—symbolizes this positive transition.
By 2024, Toshima managed to escape the classification of a potential ghost town, continuing to innovate its image and appeal through engaging experiences like the IKEBUS tour. The district's close ties to the realm of mystery, particularly through the preservation of the former residence of Edogawa Rampo, a renowned mystery author, blend seamlessly into the concept of this event. The collaboration with the festival further enhances this cultural journey, making it not just an event, but a memorable interpretation of its heritage.
