COP30 Introduces Citizens' Track

In a groundbreaking move, the COP30 Presidency has initiated the Citizens' Track, heralding a new era in climate change decision-making. This innovative initiative is the first to formalize the involvement of ordinary citizens in shaping the direction of international climate policy. The announcement was made during an Action Agenda event in Belém, Brazil, where Alice de Moraes Amorim Vogas, the COP30 Program Director, detailed how this initiative will link local community assemblies across the globe to a permanent Global Citizens' Assembly. The goal is clear: to create a structured platform where public voices can influence climate action at the global level.

The need for this initiative stems from a growing recognition that climate policies should not only be crafted in high-level negotiations but must also reflect the perspectives and needs of the communities they impact. "We need a regime that is inclusive, people-centered, and capable of addressing both climate action and social inequalities," stated Amorim Vogas. This structured process of mobilization will ensure that formal negotiations are bridged with grassroots participation, emphasizing the importance of civil society's input in climate discussions.

The Citizens' Track is set to engage an impressive 100,000 participants from 30 countries in its initial cycle, with ambitions to expand this number to one million participants ahead of the global stocktake in 2028. This ambitious rollout follows the premise laid out by Laurence Tubiana, CEO of the European Climate Foundation, who proposed the idea in collaboration with the Iswe Foundation. Tubiana highlighted that COP30 is not only about announcing new climate pledges but about transforming citizens' roles in climate governance.

In support of the initiative, climate justice activist Xiye Bastida emphasized the importance of local dialogues regarding climate action. She noted, “We require spaces where communities can discuss how to implement climate solutions on the ground. If we neglect these dialogues, we risk missing out on the invaluable insights and potential of our communities.” The Citizens' Track aims to empower people by ensuring their voices reach the negotiating tables, fostering a environment where they can play an active role in shaping policies that directly affect their lives.
