Parsons Behle & Latimer, a regional law firm, recently announced a significant addition to its roster, welcoming attorney Connie Rogers as a senior of counsel. With a rich background spanning over 25 years in the realm of environmental law, she brings an extensive wealth of experience that is set to enhance the firm's practices related to energy, the environment, and natural resources.
Prior to her appointment at Parsons, Rogers was the principal of All-Terrain Law, LLC, where she offered legal counsel primarily to clients within the mining, energy, and infrastructure sectors. Her practice there was dedicated to guiding projects through each stage—from conceptual planning to implementation—with a strong focus on minimizing risks and delays. This experience is ideal for her current role at Parsons, where she will persist in concentrating on environmental and natural resources law, particularly for ventures occurring on public and tribal lands.

Rogers enjoys a strong reputation for her proficiency in advising clients on compliance with a variety of legal frameworks, including federal land management statutes, the National Environmental Policy Act (NEPA), species protection laws, and cultural resource concerns under federal Indian law. Additionally, her background in international human rights and Indigenous Peoples’ issues is expected to further enrich the service capabilities at Parsons.

Her service as the deputy solicitor for Energy and Mineral Resources at the U.S. Department of the Interior, where she handled a myriad of issues linked to renewable and conventional energy and mineral resources on Interior-managed lands, is a testimonial to her extensive career.
Academically, she holds a Juris Doctor degree from Georgetown University Law Center and a Bachelor of Arts from William Jewell College. She is fully licensed to practice law in Colorado and New Mexico.
