1. Joint Flood Response Training
On May 31, 2025, Minato Ward will conduct a comprehensive flood response training session in collaboration with local fire stations and the community’s firefighting groups. This exercise aims to simulate scenarios where heavy rain disrupts urban functions, allowing various flood mitigation techniques and rescue operations to be practiced.
With a focus on readiness and community coordination, the training will take place at the Tokyo Metropolitan Shiba Park, adjacent to the Minato Library, from 9:30 AM to 11:30 AM.
2. Flood Hazard Maps
Minato Ward provides flood hazard maps that indicate areas at risk of flooding during severe rainfall, detailing water depth and evacuation sites. This information is crucial for residents to understand their risk zones and plan appropriately.
3. Free Sandbag Distribution
To assist residents in mitigating flooding risks, Minato Ward has placed sandbags in selected parks for public use. These bags can be taken for free and employed to create barriers against flooding in and around homes.
4. Information Dissemination
Minato Ward is committed to keeping residents informed. Weather-related updates are promptly shared through various channels including the official ward website, disaster prevention administrative broadcasts, and the Minato Ward disaster information portal. In addition, emails and a dedicated disaster prevention app inform citizens of rainfall levels and relevant safety measures.

5. Subsidies for Flood Barriers
To further aid residents, Minato Ward provides financial support for the purchase of flood barriers designed to prevent water intrusion. With a subsidized price of 36,000 JPY out of a total of 66,000 JPY, these lightweight panels, weighing just 2.5 kg each, are easy to install without the need for tools. This initiative makes it easier for households to safeguard their properties against the threat of flooding.
