Vietnam's NDAChain: A National Blockchain Platform for Digital Data Transformation by 2026

Vietnam's NDAChain: A National Blockchain Initiative

Vietnam has made a groundbreaking move by launching NDAChain, the nation's very own blockchain platform. This initiative is set to revolutionize the digital landscape of the country by 2026, ensuring a securely managed, transparent, and scalable national digital ecosystem. This initiative is the result of the collaboration between the National Data Association and the Data Innovation and Exploitation Center, a division under the Ministry of Public Security.

Addressing Critical Challenges

The introduction of NDAChain addresses numerous challenges posed by traditional centralized data management systems, such as vulnerabilities to cyber threats, scalability issues, and limited global integration. By adopting a decentralized approach, NDAChain establishes a robust layer of trust across various vital sectors including e-government, finance, healthcare, logistics, and education.

Mr. Nguyen Huy, the Head of Technology at the National Data Association, highlighted, "Vietnam has elected a hybrid data architecture that combines both centralized and decentralized components, with NDAChain acting as a protective layer for our nation's live data, which is crucial for our digital society and economy."

Why This Strategic Move?

As Vietnam's population surpasses 100 million, the swift pace of digital transformation fuels data generation at an unprecedented scale. The National Data Center is envisioned as the main repository for both citizen and national data. However, safeguarding this data from forgery, leakage, and misuse underlines the necessity for a cutting-edge verification mechanism. The immutable and transparent features of blockchain technology position it as an ideal solution for ensuring data authenticity and tracking its origins, which is especially vital in high-stakes, cross-sector interactions.

How NDAChain Operates

NDAChain follows a Layer 1 permissioned blockchain model, supported by a consortium of 49 validator nodes spanning both public and private sectors. These nodes include key participants like the National Data Center, Ministry of Public Security, and reputable enterprises such as SunGroup, Zalo, and Masan.

Key features of NDAChain include:
  • - A distributed ledger to maintain transparent transaction records.
  • - Smart contracts which automate processes seamlessly.
  • - Identity verification modules compatible with Vietnam's VNeID and other identity systems.

Furthermore, the platform operates on a Proof-of-Authority (PoA) consensus framework, enhanced with Zero-Knowledge Proof (ZKP) technology, ensuring heightened security while processing transactions at a rapid rate of up to 3,600 per second, with low latency.

Expanding Beyond Digital Government

The application of NDAChain extends beyond governmental processes. It incorporates NDA DID, a decentralized identity solution that empowers citizens to authenticate the identities of their counterparts during transactions or digital contract signings. With the NDAKey application, users can verify identities within seconds, greatly reducing risks associated with scams and impersonation.

Moreover, NDAChain encompasses NDATrace, Vietnam's national platform dedicated to product identification and traceability. Each product is assigned a unique identifier in accordance with GS1 standards, enabling Vietnamese businesses to participate in global supply chains and foster consumer trust based on verified product authenticity.

Vision for 2026 and Beyond

By the conclusion of 2025, NDAChain will be entirely integrated within the National Data Center and sees plans for gradual expansion to local governments and universities through 2026. The subsequent phase will emphasize talent development, international partnerships, and the creation of Layer 2 applications tailored for diverse sectors.

NDAChain is designed with an open architecture and proactive integration strategies, which establishes it not merely as a national tech framework but also a launchpad for startups and private businesses aiming to develop innovative digital services. These services may include identity wallets, anti-counterfeiting solutions, or digital notarization services across various sectors.

A Global Perspective

Vietnam’s foray into blockchain technology aligns with a global trend, with over 50 countries having established national blockchain platforms, including BSN in China, EBSI in the EU, and Klaytn in South Korea. Vietnam's approach stands out, embracing public-private partnerships, adherence to international standards such as W3C DID and GDPR, and seamless integration with national data systems.

The Data Innovation and Exploitation Center encapsulates this vision well: "NDAChain transcends being just a technological platform – it embodies Vietnam’s ambition for digitalization, integration, and sustainable growth."

Conclusion

As NDAChain begins its journey, it is set to reshape how data is handled in Vietnam, encouraging a robust digital economy and ensuring enhanced security and transparency for all its users. This initiative promises long-lasting impacts not just locally but on a global scale as well.
