Baoting Sets the Stage for Climate Action

As the world prepares for COP30, the Baoting Li and Miao Autonomous Province in Hainan, China, is taking significant strides to position itself as a model for climate action. With an impressive 77.02% forest coverage and nearly all days in the first three quarters of 2025 rated as good to excellent, Baoting exemplifies the green heart of Hainan, characterized by its vibrant mountains and crystal-clear waters.

A Green Industry System

Baoting is actively integrating its forestry sector with industries like tourism and wellness to establish a robust green economy. This approach not only enhances local ecological health but also supports the tourism sector, driving economic growth while fostering environmental sustainability.

During a recent conference aimed at discussing Hainan's contributions to the COP process, over 100 delegates from international organizations, government bodies, research institutions, and businesses came together in Baoting. They deliberated on how to convert climate commitments into tangible actions. The conference highlighted Baoting's initiatives under the Hainan Free Trade Port, which includes a UN development program focused on green and digital innovation, as well as a World Health Organization project emphasizing the health benefits of climate action.

Pioneering Local Solutions

Xie Zhenhua, China's former climate envoy, emphasized that Baoting's collaboration with European partners not only supports its sustainable development goals but also offers a local solution to the global drive for carbon neutrality. Laurence Tubiana, CEO of the European Climate Foundation and a special envoy for COP30, praised Baoting’s model of stakeholder cooperation, noting it could inspire similar actions in other island economies.

Mu Kerui, Baoting's party secretary, discussed innovative strategies centered around urban climate resilience in coastal and island areas. One such initiative is the China-EU Green and Digital Innovation Zone, set to launch in December. This zone will serve as a testing ground for collaboration on green technology, digital carbon management, and climate science advancements.

Further, Qiao Jie, an academic from the Chinese Academy of Engineering, proposed that the Baoting collaboration zone could pioneer a lifecycle health management model that addresses health issues in light of global climate challenges, suggesting an integrative approach between health and environmental policies.

Yuan Feng, vice-dean at Tongji University's College of Architecture and Urban Planning, introduced the concept of smart buildings to transform Baoting into a global demonstration site for climate therapy and health.

Jonas Tornblom of the Sweden-China Green-Tech Alliance announced initiatives focusing on mutual carbon standard recognition, digital twins, and funding for green projects to support Baoting's sustainability efforts.

As COP30 approaches in November, Baoting is transforming China's national climate commitments into localized strategies. With a unique blend of artificial intelligence, zero-carbon targets, and proactive health initiatives, Baoting is demonstrating the first provincial-level implementation of climate measures in China, offering a replicable model for other nations and cities in the Global South.
