Michael Carlozzi, a seasoned veteran of the national security landscape, brings over 22 years of experience from the Central Intelligence Agency (CIA) and the Department of State. His previous role as the Chief of Science and Technology for Weapons and Counterproliferation at the CIA involved leading efforts to gather and assess technical intelligence on foreign threats. Carlozzi's extensive background includes heading complex joint programs between the CIA and NSA, developing cutting-edge intelligence collection initiatives, and earning the prestigious Presidential Rank Award in 2024. His educational qualifications include a degree in Electrical and Computer Engineering, equipping him with a technical foundation to tackle today’s security challenges.
Joining him, Kaly McKenna contributes over two decades of experience at the confluence of national security and emerging technologies. Previously, she led the U.S. Air Force's strategic investment team, managing a portfolio of $1.1 trillion and implementing advanced technologies like AI and cybersecurity into national defense strategies. Her contributions as a military fellow to the Defense Innovation Board helped modernize the Department of Defense’s approach to software acquisition and artificial intelligence. A decorated combat veteran, McKenna also holds multiple master’s degrees, showcasing her robust academic and professional background.
Elissa Miller, the final addition, comes from the Office of the Secretary of Defense, where she served as Operations Research Analyst. In this role, she managed the Department of Defense’s science and technology budget, providing critical investment recommendations on areas such as directed energy and microelectronics. Miller's involvement in the Secretary of Defense’s China Task Force further emphasizes her expertise in strategic analysis and defense budget evaluation. Her educational credentials enhance her analytical skills, as she holds degrees from Tufts University and the Fletcher School of Law and Diplomacy.
