Iowa's Chinese Community Rallies Against Discriminatory Employment Legislation Targeting H-1B Visa Holders

Iowa's Chinese Community Rallies Against Discrimination

On Tuesday, March 17, 2026, members of the Iowa Chinese community will gather at the Iowa State Capitol to protest against House File 2513, a controversial bill that seeks to limit employment opportunities for foreign nationals working in the United States on H-1B visas. This coalition, spearheaded by prominent organizations such as the Chinese Faculty and Staff Association of Central Iowa and United Chinese Americans (UCA), aims to highlight the detrimental impacts of the proposed legislation on skilled professionals based solely on their nationality.

The Bill's Implications

House File 2513 aims to prohibit both public and private universities in Iowa from hiring individuals from what the bill defines as “foreign adversary” nations, including China, effectively stripping legal employment rights from many individuals who contribute to Iowa’s academic and economic landscape. Passed by the Iowa House with a significant majority and now progressing through the Senate, the legislation has drawn criticism for its potential violation of equal protection rights under the 14th Amendment and federal immigration laws.

Zhengyuan Zhu, a coalition spokesperson and statistics professor at Iowa State University, stated, "HF 2513 leverages national security as a guise for discriminatory practices. In reality, evidence fails to support any notion that these professionals pose a threat. They are, in fact, vital to the university's research endeavors and the overall progress of our community."

Community Concerns

The coalition argues that the bill undermines Iowa’s standing as a welcoming and inclusive state, fostering a climate of fear and uncertainty among potential STEM professionals who enrich universities with their expertise and research capacities. Haipei Shue, UCA’s president, expressed disappointment, emphasizing that the motivations behind such bills reflect a harmful political maneuvering aimed at fostering anti-China sentiments rather than addressing genuine concerns within Iowa.

The upcoming rally provides an avenue for community voices to be heard. Participants will not only express their opposition to HF 2513 but also advocate for the values of diversity, equity, and inclusion, pressing state senators to reconsider the bill in favor of more constructive legislation that promotes a fair and welcoming Iowa.
