Luminary Labs Secures OASIS+ Small Business Contract to Enhance Federal Services

On January 30, 2025, Luminary Labs proudly announced its recent achievement of being awarded an OASIS+ Small Business contract. This honor reflects the strong reputation the consultancy has established over the years in providing impeccable strategy, design, implementation, and scaling services, primarily to federal government clients.

The OASIS+ program, which stands for One Acquisition Solution for Integrated Services Plus, is a comprehensive government contract framework managed by the U.S. General Services Administration (GSA). This initiative enables federal agencies to procure innovative solutions directly from thoroughly qualified businesses via a contract designed to meet the esteemed Best-in-Class (BIC) standards, stipulated by the Office of Management and Budget.

Sara Holoubek, the Founding Partner and CEO of Luminary Labs, expressed immense pride regarding the team's commitment to addressing some of the most critical challenges facing the nation. "We are honored to have received the OASIS+ contract award from GSA. This additional contract vehicle enables federal agencies to embark on bolder and more prompt initiatives, incorporating incentivized prizes and innovative funding mechanisms that may be atypical."

The OASIS+ contract is structured as a multiple-award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. It kicked off on December 19 and features a base period of five years alongside an option for an additional five years, culminating in a potential contract length of up to ten years.

In conjunction with the OASIS+ contract, Luminary Labs is engaged with a variety of other government contract vehicles. These include the GSA Multiple Award Schedule and the NASA Tournament Lab, alongside partnerships with the U.S. Department of Education for Experimental Design, and advanced projects supported by the Biomedical Advanced Research and Development Authority (BARDA) using a non-traditional funding model designed for prizes.

Founded in 2009 and based in New York City, Luminary Labs aims to tackle a wide array of topics spanning four primary areas: the future of work and education, advancements in health, scientific discovery, and infrastructure development. The organization is committed to delivering substantial results for Fortune 500 companies, government entities, and non-profit organizations alike.

Over its operational years, Luminary Labs has successfully designed and facilitated open innovation programs across various sectors, setting the stage to manage more than $350 million in potential cash rewards intended to promote effective, scalable solutions to pressing issues.

As a certified woman-owned small business, Luminary Labs stands at the intersection of innovation and strategy, ready to navigate the unique challenges facing federal clients with fresh and effective approaches. With the addition of the OASIS+ contract, the consultancy is poised to make significant strides in enhancing the services available to federal agencies, ultimately benefiting the nation as a whole.
