Spotlight on Support Services
Tokyo aims to create a society where everyone who wishes to raise children can do so with confidence. To support this ambition, a wide array of services has been introduced. The initiatives include various programs tailored to different stages of life:
- - Relationships and Marriage: Programs like "TOKYO Connection" and "TOKYO Couple Story" to assist people in forming connections and establishing relationships.
- - Pregnancy and Childbirth: Financial aid for egg freezing, subsidies for infertility testing, and support for painless childbirth expenses.
- - Financial Assistance for Children Aged 0-18: Programs such as "018 Support" and medical expense grants without income restrictions.
- - Childcare Support: Initiatives like the "Tokyo Mom and Dad Support Program," enhanced childcare services, chat support platforms, and creating safe spaces for children that cater to diverse needs. Additionally, the "Tokyo Children's Swelling Housing" program and children's digital transformation (DX) resources are also available.
Towards an Inclusive Tokyo for Parenting
One of the remarkable achievements shared is the notable increase in the uptake of parental leave among men, which has surged from 23.8% in 2021 to a projected 54.8% in 2024. This indicates that nearly half of the men in Tokyo are now realizing the potential to participate in caregiving roles actively.
Data and timelines shedding light on this progress are publicly accessible, illustrating the remarkable shift in societal attitudes towards shared parenting responsibilities, thus paving the way for a more inclusive environment for child-rearing.
In the "Everyone's Parenting Voice" section, heartwarming anecdotes from supervisors, peers, and subordinates reflect the positive impacts of parental leave on workplace dynamics. Notably, two companies have shared experiences emphasizing the constructive changes that come with embracing parental leave policies.
Global Opportunities for Young Individuals
The Tokyo Global Passport program launches in the summer of 2026 to support international study opportunities for university students. There are no income restrictions, providing significant financial assistance: up to 900,000 yen for short courses (28 days to less than 4 months) and 3,150,000 yen for mid- to long-term courses (4 months to 1 year). This initiative aims to encourage young individuals, especially those lacking previous study abroad experiences, to explore global learning opportunities with flexible timing.
Celebrating Art and Inspiration
The cover art for this edition, created by Airi Hara, blends the worlds of calligraphy and visual art. Hara has captured the spirit of "育業" (parenting) by portraying a horse in play with a ball, symbolizing the joyful experiences of childhood and the desires for children to grow up healthy. The artist expresses a wish for adults to retain their childlike wonder as they enthusiastically embrace the year 2026.
Airi Hara, based in New York, is a prominent figure in the art of calligraphy who has transcended traditional boundaries, sharing her art globally. Beginning her journey at just two years old, she has received numerous accolades and her unique style of calligraphy has attracted clients from renowned media and celebrities alike. With a following of approximately 300,000 on Instagram, her work continues to gain attention worldwide.
In Airi's own words:
