Alliance for Period Supplies Advocates for New Menstrual Equity Legislation
On November 20, 2025, the Alliance for Period Supplies announced its support for the bipartisan
Good Samaritan Menstrual Products Act of 2025. This landmark legislation, spearheaded by Congresswoman
Grace Meng (D-NY-06) and Congresswoman
Celeste Maloy (R-UT-02), aims to alleviate the challenges faced by individuals struggling to afford menstrual products by providing legal protections for donors.
According to the Alliance, approximately
40% of menstruators who rely on period supply banks prefer tampons, yet legal fears have discouraged manufacturers from donating these necessary items. As noted by Lacey Gero, chief of government relations for the Alliance, these concerns often hinder the distribution of trusted menstrual supplies, ultimately limiting access for those in need.
Meng highlighted the severity of period poverty in the United States, stating that
one in four teenagers and
one in three adults encounter challenges in securing menstrual products. The consequences extend beyond financial strain, affecting mental health, educational opportunities, and physical well-being. Lack of access leads some to resort to harmful substitutes like paper towels or toilet paper, thereby increasing health risks.
The new legislation seeks to remove barriers to charitable donations of menstrual products, enabling organizations and companies to contribute without facing legal backlash. Maloy emphasized the importance of supporting women and girls through meaningful donations and encouraged open collaboration among charitable organizations to strengthen community support networks.
Gero reinforced the critical need for legal reform, stating that the existing gaps in menstrual supply access result in unnecessary health risks and economic difficulties for low-income communities. With this legislation, the Alliance for Period Supplies aims to ensure that everyone requiring menstrual products can access them without burdening taxpayers.
