On April 29, 2026, the Vessel Collective unveiled a groundbreaking initiative known as the National Roadmap to Close the U.S. Water Gap. This ambitious framework aims to guarantee that every American household will have access to safe and reliable running water and sanitation by the year 2040. As the first sector-wide strategy of its kind, this Roadmap aims to tackle a pressing issue that has left more than 2 million individuals across the country living without essential water facilities.
The collective effort, combining the expertise of over 130 organizations, will be a key focus at the upcoming second annual U.S. WASH Convening scheduled for May 5–7 in Washington, D.C. Here, stakeholders from various sectors will converge to strategize on effective implementation of this plan. The data reveals an alarming reality – nearly 9 million Americans might be facing similar struggles, with many additional communities living with unreliable water service or, worse yet, already facing failing systems. This hidden water crisis is estimated to burden the U.S. economy with losses amounting to $8.58 billion annually.
Historically, the nation has proven its capacity to address such challenges. The Rural Electrification Act revolutionized rural energy access within 20 years, allowing over 90% of rural homes to gain power. Comparatively, a $42 billion federal investment is improving broadband access today. Vessel Collective now posits that closing the water accessibility gap is the next major infrastructure undertaking for the U.S., positioned for resolution within a similar timeframe.
The financial investment needed for this initiative is set at $18.4 billion, which is projected to produce an impressive economic return of nearly five times that investment, unlocking close to $200 billion in value over the next five decades.

For the first time, the United States has a unified strategy that is owned by the field and built from the ground up by the people doing this work. The Roadmap doesn’t belong to any one organization. The Roadmap outlines a clear plan of action, detailing three interdependent pillars essential for progress—the visibility of the issue, commitment from government entities for scalability, and building capacity for long-term sustainability. The initiative emphasizes the importance of creating public awareness and understanding, fostering engagement among decision-makers, and aligning the stakeholders within the water, sanitation, and hygiene (WASH) sector. It also underscores the necessity for substantial government commitment to mobilize resources and establish frameworks to facilitate coordinated action across various governmental levels.
The third pillar focuses on sustaining outcomes by developing a skilled workforce and regional partnerships, ensuring that water and sanitation systems remain operative year after year.
The National Roadmap has gained endorsement from more than 25 organizations, including grassroots advocates, technical support groups, philanthropic entities, and industry representatives dedicated to setting proper water standards.
