The SAATM Initiative: Transforming Africa's Aviation Landscape and Economy

The Single African Air Transport Market (SAATM), a flagship initiative of the African Union led by the African Civil Aviation Commission (AFCAC), is increasingly emerging as a vital engine for continental integration and economic growth in Africa. Since its inception, SAATM has aimed to foster an open, competitive, and efficient air transport system across the continent, connecting people, markets, and opportunities. The current indicators show a growing momentum toward increased liberalization of Africa's airspace.

Building a Connected Continent

The SAATM is redefining the landscape of air transportation in Africa by enhancing linkages and facilitating greater mobility across the continent. The program boasts noteworthy achievements:

  • - Connectivity: Increased by 23%
  • - Routes: 124 new air routes established
  • - Passengers: More than 3 million served
  • - Airlines: 113 African airlines registered

This expanding network is a testament to the gradual opening of the African airspace and the strengthening of intra-African mobility, promoting trade, tourism, and regional integration goals.

Significant Macroeconomic Impact

SAATM is increasingly recognized for its role in driving economic transformation in Africa. The initiative's expected impacts include:

  • - Contribution to GDP: Over $75 billion
  • - Jobs: 8.1 million directly associated with air travel
  • - Annual Trade Impact: 2.8% boost in trade volume
  • - Tourism: 81 million tourist arrivals projected by 2025

These figures highlight the critical role of aviation as an essential infrastructure for Africa’s economic development, directly influencing job creation, trade facilitation, and tourism growth.

Political Commitment to Implementation

The advancements under SAATM bear witness to strong political commitment across the continent. The current statistics reflect the progress made:

  • - SAATM Declarations: 38 nations have signed
  • - Ministry Endorsements: 26 countries engaged with relevant authorities
  • - PIP Program Participants: 21 nations involved

This level of commitment signifies an increasing convergence among African states in favor of liberalizing the air transport sector as part of the AU Growth Agenda for 2063. As highlighted by Ms. Adefunke Adeyemi, Secretary-General of AFCAC, “SAATM not only transforms air connectivity; it redefines how Africa moves, trades, and develops as a single air transport market.”

Moving Towards a Unique African Sky

SAATM remains at the heart of Africa's aspiration to build a fully integrated air transport market that benefits economic development, regional connectivity, and global competitiveness. AFCAC is actively working to coordinate member states, harmonize regulatory frameworks, and support the establishment of a unified African aviation market aligned with the Agenda 2063 goals.

Join the Transformation

This continental dynamism will be further strengthened at the African Air Transport Summit and Exhibition 2026, scheduled for June 15-19, 2026, in Lomé, Togo. This event will gather policymakers, regulatory authorities, airlines, airport operators, investors, and development partners to translate SAATM's goals into concrete outcomes. It will serve as a high-level continental platform for dialogue, investment, and partnership building, including ministerial roundtables, policy dialogues, technical sessions, and structured networking opportunities aimed at accelerating SAATM implementation and enhancing air transport integration across Africa.
