Carlos Manuel Rodríguez Takes Charge of HALO Facility
On the celebrated World Environment Day, conservation organization Everland unveiled an ambitious new initiative known as the HALO (Holistic Alignment for Lasting Outcomes) Facility. This facility aims to tackle one of the most pressing challenges in community-led forest conservation—securing essential early-stage and continuity capital. The facility has appointed Carlos Manuel Rodríguez, the former CEO and Chair of the Global Environment Facility (GEF), as its inaugural Chair.
Rodríguez, a widely respected figure in the field of conservation finance, brings a wealth of experience to the role, having also served as the Minister of Environment and Energy for Costa Rica. Solo in its essence, HALO is set to enhance community-led conservation efforts by ensuring they have the necessary funding to develop sound foundations and progress toward investment readiness.
The HALO initiative emerges from the Indigenous Amazon Outcome Bond project, which sought to attract institutional capital into community-led conservation projects within the framework of Equitable Earth—a carbon standard tailored to prioritize Indigenous and traditional forest communities while meeting the nuanced requirements of carbon credit buyers. As of now, 23 unique projects spanning over 17 million hectares of the Amazon rainforest in countries including Brazil, Bolivia, Colombia, and Peru have committed to participating in this groundbreaking endeavor, representing nearly 90,000 community members.
However, in discussions with community representatives and potential investors, a consistent obstacle became evident: while institutional capital displays increasing interest in such projects, many still lack the funding required to complete pivotal development activities necessary prior to attracting larger institutional investments. HALO is strategically positioned to bridge this financial gap.
By raising dedicated capital, HALO will provide catalytic and bridge financing to especially promising projects, thereby enabling them to establish the stability required for long-term ecological conservation efforts. These foundational resources will reduce risks, ultimately unlocking access to more significant financing opportunities and generating sustainable revenue for local communities.
Commenting on the impact of HALO, Carlos Manuel Rodríguez stated, "Durable conservation thrives when local communities are at its nucleus. REDD+ projects have demonstrated considerable success in linking private finance to forest communities and bolstering biodiversity protection. Yet, too frequently, even the most promising projects stall due to a lack of timely access to appropriate funding. HALO's objective is to eliminate this barrier, and I am honored to serve as its Chair. Our mission is to facilitate conditions for these communities to attain sovereign wealth while protecting vast areas of threatened rainforest."
Currently, HALO is on the lookout for philanthropic entities, public-sector affiliations, and private-sector partners eager to contribute to its initial capitalization and aid Indigenous and traditional communities' conservation projects in becoming investment-ready. Additionally, the facility aims for an initial capital ambition of $50 million.
Apart from giving new life to forest conservation projects, HALO is engineered for long-term impact. By providing critical support during the formative stages of project development, it will enhance the ability of local communities to not only access larger institutional financing but also deliver sustainable impacts in climate, biodiversity, and community welfare.
