Introduction to the Resource and Energy Resilience Enhancement Program



In light of the evolving geopolitical landscape, especially regarding Middle Eastern turmoil, global dependence on oil has been increasingly scrutinized. Recognizing the urgent need for alternative energy structures is critical in our journey towards a sustainable society. In response, the Tokyo Metropolitan Government is rolling out the “Resource and Energy Resilience Enhancement Program.” This program targets innovative solutions provided by startups to enhance resource efficiency, energy conservation, and promote resource circulation.

The main objective of this initiative is to channel the creativity and technological advancements from the SusHi Tech Global Startups. The selected projects will be supported in their endeavor to implement new technologies in society while striving towards constructing new industrial models and fostering sustainable urban development.

Program Overview



The Resource and Energy Resilience Enhancement Program offers an opportunity for startups within the SusHi Tech Global network to submit projects that aim to promote energy and resource structure transformation over a maximum period of 18 months. The program is set to select up to five projects, providing substantial financial assistance of up to 200 million yen per project alongside tailor-made support services.

Requirements for Project Applications


To qualify, submitted projects must:
1. Contribute significantly to the transformation of energy and resource structures through the implementation of new technologies.
2. Deliver significant economic and social impact.
3. Embark on bold ventures that effectively utilize financial support from the Tokyo Metropolitan Government.

Support Offered


The program ensures a financial backing of up to 200 million yen for each selected project. Additionally, comprehensive support tailored to the unique needs of each startup will be provided, ensuring that project requirements are met effectively.

Startups can expect assistance in various areas:
  • - Information & Networking: Aid in finding partners for domestic and international deployment, providing market research and information sharing.
  • - Business Strategy: Guidance in business development, support for validating new technologies, and strategies for marketing and expansion.
  • - Execution & Scaling: Assistance in the implementation of social aspects, intellectual property compliance, and navigating international regulations with a wide network of supporting partners.

Application Timeline


The details concerning the program's application guidelines and submission documents are set to be released on July 21, 2026. This program is a critical part of ongoing efforts to adapt to and mitigate resource challenges. Here are key dates to keep in mind:
  • - Application Deadline for the 5th Round: July 13, 2026, at noon.
  • - Application Opens: July 21, 2026.
  • - Program Info Session & Networking Event: Early August 2026.
  • - Application Deadline for the 6th Round: August 7, 2026, at noon.
  • - Final Application Deadline: September 14, 2026, at noon.
  • - Document Review: Mid-September 2026.
  • - Presentation Review: Late September 2026.
  • - Selection Decision & Adjustment of Support: Early to mid-October 2026.
  • - Contract Signing: Early November 2026.
  • - Program Implementation: From November 2026 to April 2028.

Please note that participation in the SusHi Tech Global Startups initiative is a prerequisite for application. Startups not registered must join by the deadline of August 7, 2026, to be eligible.
