WMCHealth Welcomes David Lubarsky as New CEO
The Westchester County Health Care Corporation (WCHCC) has officially announced the appointment of Dr. David Lubarsky, MD, MBA, FASA, as the new President and Chief Executive Officer of WMCHealth Network. His tenure will commence on February 17th, after being selected through a comprehensive nationwide search.
A Proven Leader
Dr. Lubarsky comes to WMCHealth from UC Davis Health, where he held the position of Vice Chancellor of Human Health Sciences and CEO. His credentials as a healthcare innovator and leader are well recognized across the nation. Zubeen Shroff, Chairman of the WCHCC Board of Directors, praised Dr. Lubarsky's track record, stating that he has demonstrated success in managing complex healthcare systems while enhancing operational efficiency and quality of care.
Dr. Lubarsky expressed enthusiasm about joining WMCHealth, stating, “Patients are at the heart of everything we do, and I am inspired by WMCHealth's unwavering commitment to providing exceptional care to every individual who walks through its doors.” He emphasized his eagerness to collaborate with both the clinical and executive teams at WMCHealth to develop the future of healthcare services in the region.
Track Record at UC Davis
During his time at UC Davis Health, Dr. Lubarsky oversaw an integrated health system with significant achievements. He was responsible for the comprehensive management of academic, research, and clinical programs. The flagship UC Davis Medical Center, recognized as a top-tier hospital, excels as a Level I Trauma center and is consistently ranked among the nation's best by leading publications including U.S. News & World Report and Newsweek.
One of Dr. Lubarsky's notable accomplishments was steering UC Davis Medical Center's annual budget of nearly $5 billion, leading to an impressive revenue increase of over 75%. His efforts also focused on extending services to underserved populations, including Medi-Cal patients and individuals experiencing homelessness. Through his leadership, he developed a sustainable financial model that not only supports the hospital's operations but also addresses the healthcare needs of vulnerable communities.
Education and Early Career
Dr. Lubarsky's educational background underpins his leadership capabilities. He completed his Bachelor of Arts in history and earned a medical degree from Washington University in St. Louis, where he was a distinguished scholar. Furthermore, he acquired his MBA from the Fuqua School of Business at Duke University, achieving the recognition of valedictorian of his class.
A New Chapter at WMCHealth
Dr. Lubarsky will succeed Michael D. Israel, who had announced his retirement earlier this year after nearly two decades of dedicated service as WMCHealth's President and CEO. As the healthcare landscape evolves, Dr. Lubarsky's appointment signals a commitment to innovation and high-quality patient-centered services.
WMCHealth's extensive network is primed for growth and transformation, and with Dr. Lubarsky at the helm, it is poised to enhance community access and further improve patient experiences. His vision aligns with WMCHealth's mission to serve its diverse population effectively and compassionately.
