Aoba-BBT Group's New Service for High School Educational Reform
In response to Japan's Ministry of Education, Culture, Sports, Science and Technology's recently announced N-E.X.T. High School Project, Aoba-BBT Group has unveiled their comprehensive reform support services targeted at local education committees and high schools across the country. With a focus on leveraging the group's extensive educational resources, the initiative aims to bridge geographical disparities in education through innovative online platforms, and design inquiry-based learning that aligns with regional characteristics.
Background of the N-E.X.T. High School Project
The N-E.X.T. (Next Education) High School initiative, released in February 2026, addresses critical issues such as the declining birthrate, the depopulation of rural areas, and the rapid advancement of AI technology. This reform strategy outlines a vision for high school education that is set to be transformed by 2040 and is supported by the establishment of a High School Education Reform Promotion Fund.
The ministry’s focus lies on enhancing vocational high schools, reforming standard courses, and ensuring geographical accessibility across 47 prefectures in Japan. Local education authorities are tasked with creating actionable plans and establishing pilot “reform-leading bases,” increasing demand for collaboration with private educational providers like Aoba-BBT.
Rural areas, where shortages of teaching staff and geographical limitations exist, experience significant disparities in the quality and choices of education available to students compared to their urban counterparts. To mitigate these differences, the incorporation of online education and international standards in educational programs are deemed essential.
Strengths of the Aoba-BBT Group
Aoba-BBT Group prides itself on a unique set of resources that align with the needed educational reforms outlined by the N-E.X.T. initiative.
Foundation in Online Higher Education
Since the establishment of Japan's first fully online graduate school in 2005, Aoba-BBT has been at the forefront of online higher education for over two decades. The launch of the BBT Business School in 2010 led to the fine-tuning of their online learning platform, AirCampus, extensive partnerships with industry, and the development of a vast network of practical instructors. Such expertise is invaluable in addressing education disparities prevalent in rural regions.
International School Operations and Global Education
Aoba-BBT's subsidiary, Aoba International Educational Systems, operates 11 international and bilingual preschools in Tokyo. Its flagship school, Aoba Japan International School (A-JIS), offers inquiry-based learning and global education from early childhood to high school, being accredited by various international organizations. Similarly, Musashi International School Tokyo (MIST) provides the Cambridge International Curriculum from primary to secondary education.
The experience in managing both IB and Cambridge curricula directly contributes to fostering versatile individuals and ensuring diverse learning opportunities, directly addressing the goals of the N-E.X.T. initiative.
Insights into High School Reform and Local Collaboration
Aoba-BBT Group has acquired significant knowledge about global education policies and high school reforms by working with the IB Consortium office and World Wide Learning Consortium. A-JIS even runs remote learning programs that allow students from partner schools in Kumamoto to attend classes in Tokyo, demonstrating their commitment to providing quality international education regardless of location.

Strategic Approach
As the application for reforms is primarily managed by prefectural governments, Aoba-BBT Group will collaborate closely with local education committees and high schools. The strategy involves forming partnerships of local schools, municipalities, and Aoba-BBT to construct reform-leading bases tailored to regional needs. By utilizing the peculiar characteristics of each area as educational resources, the group can support unique initiatives that cater to community-specific requirements.
Future Outlook
Aoba-BBT Group aims to be a key partner in realizing the N-E.X.T. High School initiative by fostering dialogue with education committees and high schools nationwide. They believe that the potential for educational reform is greatest in rural areas where the implementation of online education and international standards can make the most significant impact. Upholding their mission of nurturing leaders who thrive globally, Aoba-BBT Group strives to ensure that all high school students across Japan have access to high-quality learning opportunities, laying a solid foundation for high school education reform leading to 2040 and beyond.
