Reflecting on a Decade of Power Liberalization



On April 15, 2023, the Pal System Cooperative Federation, under the leadership of its chairperson Akira Shibusawa, hosted a symposium in the House of Representatives’ First Members’ Office Building in Chiyoda, Tokyo. This significant event, organized in collaboration with six other organizations including the Power Shift Campaign, marked the tenth anniversary of the complete liberalization of power retail in Japan. The purpose was to reflect on the past decade while fostering dialogue on sustainable energy practices for the future.

The symposium gathered around 40 representatives from various organizations, including electric companies, consumer groups, and energy experts. Approximately 220 additional participants joined the event online. Throughout the symposium, speakers shared insights on the reforms in the electric power system and the challenges that still lie ahead in energy matters.

Among the organizations involved were the Living Club Energy Business Federation, Ai Coop Miyagi, Green Coop Community, Consumers Union of Japan, and Citizens Power Liaison Council, highlighting a collaborative effort to improve energy sustainability and consumer awareness.

One of the highlights of the event was the contribution from Kentaro Okuda, the General Manager of the new power division at Pal System Electric. He addressed the successes and ongoing challenges associated with power retail liberalization. Okuda noted that the liberalization has led to a broadening of electricity options that cater to various lifestyles and values, marking a major triumph.

However, he also drew attention to the disparities that exist in energy procurement, particularly in relation to major electric companies. He emphasized the need to address the real-world challenges that come with existing rules, which may seem fair on paper but do not reflect actual operational conditions.
