Urban Innovation KOBE 2026: A Collaborative Effort for Municipal Solutions
Kobe City is proud to announce the launch of the Urban Innovation KOBE (UIK) initiative for the fiscal year 2026, commencing on June 5, 2026, with an open call for participating enterprises. This project aims to solve various administrative challenges by fostering collaboration between public entities and private businesses, especially startups.
Since its inception in 2017, Urban Innovation KOBE has successfully guided around 70 public-private collaborative projects. Many of these efforts have led to fruitful outcomes, resulting in transitioning from proof-of-concept stages to full-scale contracts in subsequent years.
Call for Participation
For the fiscal year 2026, participation will be structured in two distinct frameworks:
1.
Region and Administration Challenge Type - Participants will tackle four specified administrative challenges presented by Kobe City.
2.
Free Proposal Type - Companies can propose their own themes for validation in cooperation with Kobe City.
Selected enterprises will engage directly with relevant city officials and undertake practical experimentation to develop and implement innovative products and services aimed at addressing these issues. The goal is to create viable solutions that transition from mere testing to concrete procurement and collaboration with the administration.
Administrative Challenges to Address

Digital Transformation in Care Training: Improves efficiency of training and regulatory compliance in the caregiving sector, aiming to lessen the administrative burden on facilities.
2.
Enhancing Regional Matching Work Quality: Develops a platform to better connect local human resources with appropriate community assets, ensuring that city employees can more effectively facilitate connections.
3.
Automating Exterior Repair Work Documentation: Utilizes generative AI to streamline the organization and billing of construction photographs, significantly reducing oversight time for city inspectors.
4.
Simplifying Waste Disposal Rules: Seeks solutions to better communicate waste disposal guidelines to both foreign residents and young singles, aiming to minimize misunderstandings and inquiries.
