How a Municipality in Brazil Uses Advanced Technology to Predict Floods
Located in the scenic Rio Grande do Sul, the Municipality of Muçum has faced the wrath of nature during unprecedented floods. Nestled alongside the Taquari River, Muçum is part of a region heavily affected by relentless rainfall. In the years preceding 2025, the community witnessed devastating floods, displacing over 600,000 individuals and causing extensive infrastructural damage. Following these catastrophic events, the municipality recognized the urgent need to shift from reacting to floods to proactively preparing for them.
Historically, flood management relied on manual observations and simple gauges; however, these approaches proved inadequate in providing the comprehensive and real-time visibility required during extreme weather events. Understanding that traditional methods would not suffice, the municipality collaborated with system integrator Infosat and distributor Tecline to implement Hikvision's state-of-the-art water-level detection solution.
This innovative solution combines advanced technologies, specifically video imaging and millimeter-wave radar, into one integrated system. The deployment of Hikvision’s intelligent water-level monitoring features allows local operators to visually assess river conditions while simultaneously obtaining precise and real-time water-level measurements. Unlike conventional gauges positioned directly at the water’s edge, this radar-based system can accurately measure water levels from distances of up to 40 meters, ensuring functionality even during significant flood episodes when regular equipment could be submerged or compromised.
The technology’s millimeter-level precision enables emergency responders to detect even minor fluctuations in water levels. The system provides alerts as soon as predetermined thresholds are reached, offering emergency teams valuable extra time to assess risks, coordinate their responses, and prepare nearby communities for impending floods. Each monitoring device is equipped with 4MP high-quality imaging, ensuring that operators can confirm river conditions accurately at any given moment. Furthermore, with a 120 dB wide dynamic range (WDR), images remain clear under challenging lighting conditions, and its IP67-rated casing assures reliable performance under harsh outdoor weather.
Additionally, to enhance emergency communication within vulnerable neighborhoods, five Hikvision Network Speakers have been installed to relay evacuation warnings and other important announcements during crises. The entire setup is managed through HikCentral Professional, which centralizes the monitoring of water levels, manages alerts, offers live video reviews, and allows the analysis of historical data—all from one convenient platform.
Since implementing this technology, the Municipality of Muçum has reported an 80% increase in the accuracy of water-level readings compared to previous manual assessments. The ability to monitor water levels in real-time and automate alerts has significantly improved the responsiveness of emergency teams while fostering better communication with local residents during critical scenarios. This proactive approach serves as a blueprint for other municipalities facing similar challenges due to climate change and extreme weather.
The transformation in Muçum isn’t just a testament to technological advancement but a significant stride towards safeguarding communities against the looming threat of natural disasters. To explore more about Hikvision’s intelligent water-level detection solutions, visit their official website.
