According to a recent report by GSMA Intelligence in collaboration with Huawei, more than one-third of the global population (38%) still lacks internet access despite being covered by mobile broadband. The primary barrier appears to be insufficient digital literacy skills, which leaves a substantial segment of society isolated from digital advancements. This report was unveiled during UNESCO's Digital Education Week, highlighting the urgent need to tackle this issue.
The Economic Impact of Closing the Digital Divide
The figures are staggering: bridging the digital skills gap worldwide could increase global GDP by approximately $3.5 trillion by 2030. Notably, over 90% of this growth would benefit low- and middle-income countries (LMICs). Currently, mobile broadband technically reaches 96% of the world's population, yet many are unable to utilize this connectivity due to a lack of the necessary skills.
As highlighted in the report "Bridging the Divide: Enhancing Digital Literacy in the AI Era", artificial intelligence (AI) has the potential to serve as both a tool for empowerment and a source of new challenges. AI-driven technologies, including voice assistants and multimedia applications, can help those with low literacy bypass text input requirements. However, they simultaneously raise content security and critical thinking demands necessary for safe engagement with these tools.
The Importance of AI Literacy
The research draws from World Bank statistics indicating that literacy in generative AI is the most valuable skill category, offering wage premiums of up to 36%—well above both traditional and basic digital skills. Hence, there is a pressing need for targeted foundational digital education initiatives. Without such measures, the rapid introduction of AI may reinforce existing inequalities in fully networked regions.
A Closer Look at Digital Inclusion Initiatives
Digital inclusion efforts typically target the most vulnerable populations, such as residents of rural and remote areas, children and teachers in rural schools, and marginalized groups like elderly individuals and women. The report emphasizes a community-centric approach to education delivery, citing Huawei's Skills on Wheels initiative. This program includes DigiTruck mobile classrooms powered by solar energy, which deliver technical equipment, rural internet access, and hands-on training, including AI literacy, to off-grid locations.
Since its inception in 2019, this project has seen over 130,000 individuals from 21 countries undergo training, indirectly benefiting even more people. Moreover, participants are encouraged to share their newly acquired skills with others, resulting in a knowledge-sharing cycle that enhances community capacity. For instance, a report from Kenya's Ministry of Information indicates that 79% of DigiTruck training participants have taught their new digital skills to family members or peers.
Recommendations for Policymakers
The report calls on policymakers, telecommunications operators, and technology providers to collaborate in addressing disparities in digital technology utilization. Key recommendations include:

Gavin Allen, Huawei's Chief Editor, added that mobile classrooms have proven incredibly beneficial in helping underserved populations overcome physical and psychological barriers to technology.
