Tomioka City has publicly committed to becoming a zero-carbon city by 2050, emphasizing the urgent need to address CO2 emissions generated by local businesses. As of fiscal year 2022, the industrial sector alone accounted for 44% of CO2 emissions in the city, with the commercial sector contributing an additional 14%. The transition to a lower emission economy, particularly within the SME sector, is critical yet challenging. Many small business owners recognize the necessity of reducing carbon footprints but often lack the resources, expertise, or clear steps necessary for implementation.
