MPA Partners Extend Contract for Transformative Hudson Tunnel Project



The MPA Delivery Partners, a collaborative venture comprising Mace, Parsons Corporation, and Arcadis, announced an important development in the ongoing Hudson Tunnel Project (HTP). As of October 1, 2025, the Gateway Development Commission (GDC) awarded the team a significant contract extension worth $665 million that spans 4.5 years. This decision allows MPA to continue steering efforts to ensure the successful delivery of one of the most vital rail projects in the United States.

The Hudson Tunnel Project is poised to become a game-changer for the region, slated to generate over 95,000 jobs across the country and bring in more than $19 billion in economic activity. This ambitious undertaking not only employs thousands of talented workers in the New York/New Jersey area but also increases demand for American suppliers of materials such as steel, gravel, rails, and ventilation systems. Companies from various states including North Carolina, Texas, Pennsylvania, Ohio, Alabama, Colorado, and Tennessee stand to benefit from this monumental project, demonstrating the ingenuity and resilience of American infrastructure development.

With several works in progress, the Hudson Tunnel Project moves forward on schedule, with plans for the completion of the new Gateway Tunnel set for 2035, and the rehabilitation of the existing century-old tunnel targeting a timeframe of 2038. The project has been described as a unique collaboration between public and private sectors, setting a precedent for future infrastructure initiatives worldwide. Joe Marie, a senior project executive at MPA Delivery Partners, stated, “We are united by the goal of successfully completing this critical project, which will transform the Northeast Corridor and generate billions in economic growth for the U.S. economy. GDC and MPA operate as a comprehensive partnership, working closely to ensure that the Hudson Tunnel Project is delivered on time and within budget.”

Significantly, the Hudson Tunnel Project lies at the heart of the broader Gateway Program, recognized as the most urgent railroad infrastructure project presently in the United States. The transformative nature of the project encompasses the construction of a new dual-tube rail tunnel beneath the Hudson River while simultaneously rehabilitating the existing 115-year-old tunnel. The initiative also includes the creation of nine miles of new passenger rail track that will improve service and reliability across the Northeast Corridor. These enhancements are expected to amplify prosperity and economic growth nationwide while bolstering long-term reliability and redundancy across regional and national rail networks for both NJ TRANSIT and Amtrak.
